Moment at the Embassy of Ukraine in Lithuania
Lithuania is mentioned as a reliable partner in reforming the Ukrainian legal system. These words were said in the Ukrainian Embassy in Lithuania on 20 July. Representatives of the Ministry of Justice of Ukraine, private enforcement officers and representatives from the Chamber of Judicial Officers of Lithuania met with the Ambassador of Ukraine in Lithuania His Excellency Mr. Volodymyr Yatsenkivskyi and his First Secretary Mr. Andriy Buriak.
According to Ambassador of Ukraine, Lithuania is a reliable partner, therefore Lithuania's success may be not only used, but also strengthens the institution's potential. "The mission of the enforcement officer is difficult, but necessary, diplomacy is inevitable in your profession," emphasized His Excellency Mr. Volodymyr Yatsenkivskyi.
Chairwoman of the Presidium of the Chamber of Judicial Officers of Lithuania, judicial officer Inga Karalienė, drew the attention to the fact that Lithuania has absorbed the information technologies quickly, which raises the prestige of the institution. In her words, Ukraine is a big country, and the problems of our country are small, therefore, reforms in Lithuania can be implemented quicker.
"We would like that our Ukrainian colleagues would learn from our mistakes and experiences that we have already successfully handed over to other countries. When there is an understanding and strategy of the enforcement process, it is possible to work towards efficiency," says I. Karalienė.
The mission of the enforcement officer is difficult, but necessary, diplomacy is inevitable in your profession, - emphasized His Excellency Mr. Volodymyr Yatsenkivskyi.
During the study visit to Lithuania on 17-20 July, the Ukrainian delegation also met with the Chairman of the Seimas Committee on Foreign Affairs Juozas Bernatonis, chairwoman of the Seimas Committee on Social Affairs and Labour Rimantė Šalaševičiūtė and MP Andrius Palionis, also with the Chairman and judges of Kaunas Disctrict Court in Kaunas.

In addition to that, guests visited the office of the judicial officer of the capital city Vytautas Mitkus and office of judicial officer of Kaunas Sonata Vaicekauskienė.

Also the guests participated in the scientific discussion “The Institute of Judicial Officers in Lithuania and Ukraine”, which was held in the Chamber of Judicial Officers of Lithuania on 18 July. According to Chairwoman of the Presidium of the Chamber of Judicial Officers of Lithuania I. Karalienė, the reform of the legal system already ongoing in Ukraine for some time will improve the protection of rights of the citizens, the efficiency of debt recovery, investments and business environment.
During the discussion, the representative of the Ministry of Justice of Ukraine O. Olyinyk highlighted that it was also attempted to clarify the state system of judicial officers and raise its efficiency by motivational measures. According to private judicial officer Valerii Prytuliak, high standards of education imposed on judicial officers, i. e. the obligation to have not only the Bachelor’s degree, but also the Master’s degree, as well as continuous training, allows the system to have competent judicial officers.
The discussion and other events were organised by the Chamber of Judicial Officers of Lithuania upon implementation of the Development Cooperation and Democracy Promotion Project No. K2018-VB-UK-06 “Implementation of the Ukrainian legal sector reform: development of judicial officers’ professional activities and services, strengthening of trust in the institution of private judicial officers in the society.” The project is is funded by the Development Cooperation and Democracy Support Program of the Ministry of Foreign Affairs of the Republic of Lithuania.
