The demand for serving foreign documents began to increase

After a slight decrease recorded in 2022, the demand for serving foreign documents began to increase in 2023.

Once again, there were requests to hand over documents from Ukraine, which had been absent for a long time during Russia’s war against Ukraine. Additionally, for the first time, we had documents to be delivered from South Korea.

Last year, a total of 451 requests to serve judicial and extrajudicial documents in Lithuania were received, marking an increase of 76 requests compared to 2022. These requests originated from 31 countries around the world. The highest number of requests came from France (81), followed by Poland (71), Germany (69), Sweden (36), Norway (31), and Italy (30). The most common reasons for non-delivery of documents included the addressee’s refusal to accept a document that is not translated into Lithuanian, an incorrectly specified or missing personal identification number, or an inaccurate address for the addressee’s place of residence or alternate delivery location. In most cases, judicial officers made additional efforts to locate the addressee, such as asking neighbours or searching for possible contacts with relatives. Furthermore, efforts were made to locate legal entities that could not be found at the specified address of their headquarters or business.
